"It does not need a fatwa, because the name of riba (interest money) it is forbidden in religion. Islam does prohibit the sale of money with the money are not equal," said Rais Syuriah PWNU Java Navis LC MHI KH Abdurahman told AFP in Surabaya recently this.
He was responding to a fatwa MUI Chairman Jombang Kholil KH Dahlan that the exchange is forbidden, because the harm consumers and the buying and selling of money is synonymous with usury. According to KH Abdurrahman Navis, which allowed the money changers that religion should be commensurate / equivalent, that money should be exchanged with 100 thousand of 100 thousand pennies. So there should be no such difference of 100 thousand with a dime Rp90 thousand.
"If there is a difference that means usury and it's religiously forbidden. It's okay to have a fee, but money still be exchanged for 100 thousand of 100 thousand, then no fee seikhlasnya. If the fee has been determined in advance by 10 percent means the money-interest and not certainly not sincere, "he added.
He explained that the religion forbids the buying and selling without a contract (agreement) and has the disadvantage of others. "If the bank now had no alternative`'s Islamic banking, so that people can choose, "he said.
For the practice of exchange of money that has been developed further, he suggested it was stopped and the government must stop the pattern of illicit trading money with other alternatives.
In line with this, MUI Chairman of East Java Abdusshomad Buchori KH confirmed that it support the MUI fatwa Jombang. But Java does not need the MUI issued a similar fatwa, but simply with an appeal.

He therefore suggested that the government urged the banks to provide enough money exchange counters that are not engineered for business.
"If you need to exchange it can be done with the unit-banking unit, so that people do not have to queue for too long and eventually used for business exchange. The government and banks should stop the culture that is not good," he said.
About the practice of 'money changers' (exchange) for the currency among nations, he declared it permissible extent of exchange is equivalent to the exchange rate prevailing at the time.
"The condition is that the money changers in cash and must be run for different currencies. As for the same currency as it did not take advantage example of rupiah exchange for dollars then it can fall to usury," he explained.
